Is it normal to hear a turbine like noise when shutting off the car? How
would bad bearings sound? It's a K03 in a VW 1.8L turbo.

You should never just turn off a turbo charged engine until it has idles for
a minute or so.
1) to let it stop spinning and 2) to cool it a little so that the oil in the
Turbo doesn't break down with the excessive heat.
The noise is most probably either your cooling fans or more likely the high
pressure oil pump slowing down.

If you are just done a hard run, then yes, but just normal day to day
driving will not be a serious , or even a issue for a factory turbo car.
Although it won't hurt to do it either.
