Is my steering pump gone?

2000 Honda CRV power steering pump making excessive vibration and noise. Fluid level is up and foamy. When steering is turned all the way right or left foamy fluid is released from reservoir. Any idea what is wrong here?

Has non-OEM Honda power steering fluid been added at any
time?
