Could be an intermittent ground.

Ball Joints, Tie Rod Ends, or whatever VW used for them at the time -
and potentially deadly. GET IT FIXED before driving ANY MORE. If you
must drive, stay off highways and stay less than 25 of whatever units
you drive in per hour.

Yep. At rest, the ground might be fine.

Two separate problems. Both annoying, one potentially deadly. One is
suspension & steering related based on your description, one is
electrical. And failing a bad ground, it could be a intermittent "hot"
connection as well, even both. With special reference to the main
engine & transmission grounds, and the battery connections - including
the mare's of multiple connections to the + terminal.
Get them fixed.
