Is there a way to *permanently* disable Traction Control on my 1999
Grand Marquis?

In Winter, it's more a nuisance than anything...

Yes, but I want to disable it in a permanent way.

If it's ONLY a button and there's no "box" that's part of it you can
probably take that button out and replace it with a toggle switch so
you can turn it ON and OFF instead of having to push the button every
time to turn it off. What I would do (I assume there is a "traction
control OFF" lamp on the dash) would be to test it by pushing the
button in and holding it in and hold it in while you start the car. If
the car starts and the "OFF" lamp comes on it's very likely you can
just replace the momentary button with a toggle switch. Then you can
turn it off and leave it off and still be able to easily turn it back
on should you ever want to by flipping the switch. The Police package
Crown Vics with the early TC system were burning up rear brakes from
the system activating too much under hard acceleration and Ford
actually supplied a "kit" to replace the button with a toggle switch.
