Hi; I may be wrong but don't they change the turbine side to control when
the boost start to come in - IE; smaller turbine housing boosts
earlier,larger turbine housing boosts later in the engine RPM range. and the
compressor side is adjusted to control total boost pressure and flow rate
for a given engine.
Just my thinking but I've been proven wrong before
