It's the rally with the greatest history, maybe the only one also
known to the general public (i.e. non motoring fans).
Of course it is now reduced to the standard FIA World Rally Formula
(only three days, no night stages, etc.) but it still retains a
peculiarity: you can have ice and snow as well as dry tarmac in the
same daywith the obvious repercusions on tyre choice and car setup.
[And don't forget that, in the Principality of Monaco, tobacco (and I
think alcohol) advertising _is_ allowed, so that cars take the
ceremonial start in full livery only to revert to "sanitized" when
they cross the French border]
