Post subject: lazy meters

on my 1991 125.000 miler volvo 960 3.0 24v i notice that when i am starting out for the first journey of the day the rev counter has a tendency to stay on the zero position even though it moves when the throttle is applied, this usually rectifies itself and it does not seem to have any effect on ticking over or the general performance of the car, i also sometimes find the temperature guage is reluctant to move and then it suddenly jumps to optimum driving position, i am wondering if this is a relay fault or should i not be quibbling as these are the only faults on the car.
could anyone tell me what the lock up means and when doing 25mph the two suttle changes i feel is this the car going into third and fourth gears.
