Is the boost level where it's supposed to be, a turbo making a lot of boost
whines a lot more than a low boost system

A chip out of one or more of the compressor blades will do this, take a look
into the inlet to see if you can spot any, if they are bad enough it will
throw the turbo out of balance and eventually screw it up .
Or you have an intake gasket that is leaking and it sings when you are under
boost.
