Sounds like you've got a bad vacuum gauge. Good engine vacuum #'s are in
the 15-20" range for a mild engine setup.

You cannot have more than 30 inches with a vacum pump at sea level and usually no more than 20 to 22 tops idling with some setups. If you read 40, you have a defective gauge.
