I am looking for the plastic clips that hold the stainless steel on the
bottom edge of the front fenders. I've been looking for them even checked
dealer ship with no luck, please respond if you have any leads. Thank you.

Dont forget that most of this kind of stuff is used on similar model vehicles, such as Monte Carlo, Lemans, and Gran Prix, and on more than one year. Remember, 1981-1987/8 Cutlasses are all 'basically' the same.
