I have a few degrees play at the steering box when I jack up both wheels
and rock the wheels side-to side. Is this acceptable?

I'm getting a vibration when I brake in left turns. Everything else seems
OK- wheel balance, rotors not warped, other links tight, etc.

If you're getting wobble under braking, the odds are VERY GOOD that the at
least one rotor is warped.

Unless you have removed the rotors and had them machined to be true, it is
very difficult to rule a warped rotor out of the equation. The warpage is
impossible to see with the naked eye, and is extremely difficult to find
using static test methods. The only way to be sure that you are not facing
warped rotors is to have them machined. Of course, the rotors have a Minimum
thickness spec that must be observed ... If you can pull the rotors
yourself, most auto parts stores will turn them for you for about $15 each.

Steering box play is not part of the wobble you describe. If the vehicle
pulled to one side and required corrective steering, then we could discuss
the play in the steering box. Steering box slop will be first seen in a
vehicle that wanders in the lane, but even that can be the result of worn
tie rod ends.

But my main concern is that, when I jack up both wheels off the ground, and
pull one or the other wheel back and forth, the pitman arm moves side to
side a few degrees. (The pitman IS tightly on the shaft); the play is in the
steering gear box. This concerns me. How much play, if any, is allowable in
the steering box?
I have already checked both sides of both rotors with a dial indicator. They
are within .002", and the wheel bearings and tie rod ends and steering rod
joints are not loose.

It is not uncommon to have a few degrees of movement. This will not cause
the wobble under braking that you describe. It cause the sloppy steering
wheel, where you notice that sometimes you have the wheel straight to go
straight, and sometimes have the wheel pointing a bit left to go straight --
this happens when the crown in the road is strong, and the vehicle wants to
roll toward shoulder of the road.
