Greetings:

My parents just purchased a 1988 Silver Spirit. They bought it from
the daughter of the car's owner, who had passed away; the daughter did
not know much about the car. We need to get it inspected, but it has
RR wheels locks on it. Does anyone know where I could get the key
\implement\tool to remove the covers? It may be in the car somewhere:
if someone knows where the tool is kept, please let me know.
Otherwise, I'd appreciate any leads on where I can purchase one.

I would try , in no paticular order, a local locksmith, a RR dealer, or
Mcgard - they make most of the wheel locks.

I got mine from my local Rolls Royce dealer.

Take the car along and they should be able to order you a new key
