After screwing around with a new battery the radio seems dead. The
fuses are supposedly OK.

The dealer claims they need to get some number off the radio or truck
and call GM to get a code to restart the radio.

Is there any way around this?

Which "this?"

For the first situation, yes, install a memory saver battery when
changing the battery.

For the second situation, if the radio display reads "LOC",
-someone- will have to retrieve a code from the radio, phone it
in to GM for an unlock code and then enter that unlock code in
your radio to get it working again.
