Post subject: P1423 code on 2003 VW Passat

I have the MIL light on and the VW dealership ( who blew the engine on our 2003 Beetle) said it was code P1423 and could cost up to $1900.00. I've read on forums that it could be a cracked or broken vaccum hose. something fairly simple to fix.
They said they didn't have time to test it today.
Has anyone else had this problem?
