To sign off on plans to build something you need to be a professional
engineer. This is more than just getting a degree. It means taking the
EIT exam to become an Engineer In Training (EIT), then working under a
Professional Engineer(PE) for five years, tehn sitting for the PE
exam. It's a grueling exam. Then you are a PE. Then you can sign off
on plans to build big bridges and things that one wouldn't want
someone who had just graduated college to sign off on. PEs can make
very very nice salaries.

If you were to sign off on plans that required a PE's signature
pretending to be a PE, without actually being a PE it would be like
writing perscriptions without being a doctor, or filling them without
being a pharmacist. Bad move.
