In cold weather, when I turn the ignition key there is a second or two delay
before the engine starts turning. During the delay there is no sound what
so ever, and after that the engine starts immediately. This problem is
intermittent, but started happening when the cold weather set in this last
couple of weeks.
My battery is fully charged and I use a Battery Tender Plus during the week
as I only drive my car a couple days of the week. I also plug in the block
heater a few hours before driving.

All that extra stuff can theoretically interfere with the chips embedded in
modern car keys. Owner's manuals show one of those illustrations showing
the key in the ignition with another key resting on the key in the
ignitions, with a circle and diagonal slash through it. I don't recall if
there is an explanation in the owner's manual for the illustration because
I, like most other owners, skipped that part of the manual.
Also, having a lot of extra weight on the ignition key ring will eventually
break the part of the key that the ring passes through, and can accelerate
wear on the key and lock cylinder.

Interesting! Why would they cause delayed cranking but allow the
engine to run normally? Is the chip only interrogated at start-up?

I believe that the chip disables the starter so the engine will not crank.
The theory is that something is laying against the ignition key, preventing
it from working, then the thinks something is wrong and jiggles the key and
the key ring, repositioning the offending interference, allowing the engine
to cranks.
I do not know if this is the cause of the OP's problem, but it is free to
check and eliminate as a cause.
I do not know if the Corolla has this, but some Toyota and Lexus models have
a "crank hold" feature where you can turn the key to the start position and
immediately let go and the engine will crank until it starts. Cars with the
Smart Key feature and pushbutton starting have this as well.

I've had the same things on the key ring since I've owned the car. The
remote fob, and a club lx key. I was wondering if it maybe a bad starter
solenoid -- but my car only has just over 6000 km on it.
The condition is intermittent and it only happened a few times in the last
month. I will probably bring it in after the new year since it's still
within the 3 year warranty.

Get the condition documented in writing so that you will still have coverage
if it takes a while to get it resolved. I'm thinking the ignition switch or
theft deterrent ECU.

The Corolla ECU doesn't effect the starter. It either kills the spark,
or the fuel. Not sure which.. I think spark, but maybe both..
I've got a spare key with no transponder, and it will crank all day
long, but no start. Not even a burp..
So I'm guessing he's either got a flaky switch in the line, IE:
ignition,
shifter, brake, "not sure which all they use" or the solenoid on the
starter
is flaking out.

With that information, I'd also start by checking the sarter solenoid and
battery, because they are easier to check than the ignition switch, which is
buried. If the solenoid and battery are good, then next on the list are
neutral safety/Park-neutral switch and then the ignition switch.
