Check Engine Light Problem

Hi.

I have a 1993 Nissan March (Jap Import). I hopped in the car about an hour ago turned the key to start the engine but the engine just kept turning over. What I do notice is that when I turn the key to turn the ignition on (but not start the engine), the "Check Engine Light" DOES NOT come on.

I have done some research on the net about this but they more focus on if the "check engine" light comes on and stays on when driving rather that when the "check engine" light doesnt come on when turning on the ignition.

Im wondering if anyone can help me diagnose the problem? I have heard that even a loose gas cap may cause the problem. This true?
