The seat heater in my 2003 Jetta wagon isn't working. The driver's
side works fine. Could this be something easy, like a blown fuse? If
not, what else?

Thank you very much.

one fuse works both seats. Could be as easy as the switch or as hard as the
seat heater element. The only way to know for sure is start with a wiring
diagram and make some checks.
