Fiat Brava Headlights not working

I have an (1998) S reg Bravo 1.4 S. The main head lights ( i.e. the brights) have both just stopped working. The first turn of the stalk switches on the parking lights, the second turn does nothing and pushing the stalk to switch on the bright lights also does nothing. I suspect fuses, but the bright lights do come on when I pull the stalk, i.e flash my lights.

The manual shows fuses 1 and 2 for the head lights but the flashing still works with these out. Do you think this could be other fuse and if so which ones? I am reluctant to take out all the fuses if this is not the problem. Is there possibly another switch or relay that I should be looking at or is it possibly the switch/stalk itself?
