At low speed (parking / driveway etc) the car is making a vibrating
noise as if the power steering fluid was low. Have checked and it's not.
Any suggestions ?

I would be suspicious of a bearing; take the belt of and spin
the pulley by hand to see if it runs true or makes a noise.

Unfortunately mate its jst a typical BA Falcon. They all do it and ford dont have a fix for it. Its in the pump itself. Nothing you can do. It wont cause any damage to aything!
