Does the 4cylinder Vtec Accord 1994 motor have clearence between the
pistons & valves, or does it self destruct if the Cam belt breaks?

It's interference, like 99.9% of Honda engines.

It won't "self destruct" if the timing belt breaks, but your risk of valve
damage is high.
