17mm crow foot wrench seems to work best at breaking loose the lower
fitting on the fuel filter without damaging the line, but your initial
description of surging at steady speed but not under acceleration
makes me think fuel flow is OK.
Could be EGR valve operating improperly though.
When removing the throttle body for cleaning, according to the factory
service manual, there are three progressively smaller holes or ports
that are revealed as the butterfly valve opens. You will see vacuum
lines from these openings in the throttle body connected by vacuum
hoses to the EGR modulator which operates the EGR valve.
Once the throttle body is off, you clean the holes with solvent and
blow them out with compressed air.
The smallest of the holes is quite tiny, and fairly easily blocked.
If you remove the throttle body there are also procedures for setting
the -- sorry, forgot what they call it -- the circular variable
resistor on the side that signals the ECM computer regarding throttle
opening. You check for continuity off idle with a thickness gauge.
Found mine was out of adjustment. Then there is another setting for
the vacuum line coming off the other side. You disconnect the line,
and adjust a set screw for idle speed when the throttle is released
abruptly, like when coming up to a stop.

performing procedures, as you can follow step by step, and observe
torque values also.
