The only time either fan will come on is when the a/c is on. Nor a/c nor
fans!! Any ideas?

Does the temperature gauge indicate over heating?
If not, there probably isn't anything to worry about. The fans aren't
supposed to run all the time; just when the coolant needs to be cooled. And
the fans run when the AC is on is probably a built-in safeguard to ensure
the increase load on the engine isn't going to cause a problem.

It runs hot in stop and go traffic seems ok on hwy

I would be suspicious of a thermostat or open circuit. With the cost of
engines these days, might be better to have a shop check it out.
