Post subject: 98 neon has been lowered and springs cut

Like it says guy who owned it before me cut the springs and dropped it. Now it is so low to ground i can barely go over speed bumps and when i hit a crack or bump in road the baack end scrapes the ground. My question is what is the cheapest way to fix this? Do i need to replace the shocks struts and springs? Someone suggested coilovers to me, would those raise it and get some absorbing power?
