95.5 Honda Passport

Hello, all, a friend of mine has a "1995.5" Honda Passport, V6, 24 valve. She just started having weird troubles. The vehicle takes a little time to start, but when it is running, the whirring of the fuel pump remains active. She can actually turn the key off and pull it out and the engine remains running. The engine will not rev in this event, however when she replaces the key to the "start" position, the engine will rev with the depression of the accelerator pedal. I am possibly thinking it is a serious ignition to starter, short issue, but I am only a home garage mechanic. I have never heard of this kind of problem before, any help would be greatly appreciated, Thank you.
