94 Honda Accord- intermitant problem not starting on hot d..

Post subject: 94 Honda Accord- intermitant problem not starting on hot days.

I have a strange problem that comes and goes.
Sometimes when I get into the car after it has been in the sun for a while,
it won't start.
the starter motor turns, but It doesn't start.
If I turn it back off, wait a few minutes, it starts right up.
It either starts right up, or doesn't start at all.
It always starts if I'm patient enough.
(after 10 minutes sometimes, usually less.)
I have had this problem for few years now,
and my mechanic doesn't know what the problem is, and would rather replace a
bunch of stuff to find out.
I would rather order the part online, and put it in myself with my new
official Honda manual from Helms.

Does anybody have a clue??
My wiring and ignition is up to date.
I have a new ICM (ignition control module)
It seems to be something electric since sometimes I can just turn it off,
and back on a few times in a row, and get it to start.
