93 Accord SE Seatbelt Issues

Hello.

I'm the proud owner of a new (to me) 1993 Accord SE. 226K miles. Not in that bad of shape in spite of the miles.

Problem is the rear, passenger seatbelt is fully extended and will not retract. I'm looking for the assembly where the excess belt would return to but cannot figure out how to disassemble the seat, even with the rear seat laying down.

My questions are:

1) How do I access the seatbelt assembly? Am I even looking in the correct area?

2) Is this a repairable component or is the only option to replace?

This is my first car that didn't come from Michigan so if there are any special tools or tips to know about I'd apprecaite that as well.
