'93 300e - stubborn power seat problem

The recline buttons for the power seats sometimes don't work.

I'm thinking its the button(s) not the seat motors. The passenger
seat can curl all the way up, then after maybe trying to recline it
200 times.... the button starts working again and you can move
the seat rest back to a comfortable position.

Common problem ?

How to fix ?
