Is there any info on how to replace the plugs? Noticed there is oil
around the plugs - does the entire cover have to come off?

See http://home.earthlink.net/~honda.lioness/id3.html for
the possible causes of oil in your Accord's spark plug
tubes. It's pretty common for a Honda the age of yours. I
confirmed at a parts site your Accord has all the oil
gaskets and seals listed at the site above.

A factory service manual for your Accord appearst at
http://www.honda.co.uk/car/owner/workshop.html . If you are
handy, these two web sites will get you through the fixes.
