Post subject: 90 Subaru Loyale RPMs Fluctuate

Once engine is warm it loses rpms while holding foot on accelerator (not when idling) The rpms rise to 3000 rpms and fall then rises and falls. Also loses rpms when shifting gears at 3000rpms. I changed the fuel filter, filled tank with premium gas and Gumout water removal product. No change. Any ideas as to what might cause this?
