88 topaz(tempo)

I just bought this car for a winter beater but the engine never seems to heat up and when it does after like an hour the check engine light comes on and it will stall if i slow down to much. also won't pick up speed after this happens... what could be the problem? and how much may it cost to fix it?

Maybe the thermostat is stuck open and or the water temperature sensor could
bad.
