Post subject: 88 Celica GT lacks power

I have an 88 Celica GT with some power problems, it doesn't acclerate the way it should and never wants to climb past 4500 RPMs when driving, at least with the pedal to the floor, in fact if I have it to the floor as it reaches 4000 to 4500 it will suddenly bog out. But if I have the pedal half way down it will coast past 4500, but slowly. I've replaced the plugs, plug wires, cap and rotor. Checked the cylinder compression and the fuel pressure but those are both fine (if anything fuel pressure is too high, right on the borderline). The plugs look as if its not getting enough fuel. I'm starting to wonder about the ecu but that's a spendy part. The reason I wonder about that is when I am crusing and put the car in neutral the engine surges from 1000 to 1200 rpms, but only when the brake is applied and even then that stops when I just about come to a complete stop. Is there anyway to check the ecu? Or should I give it a shot? Please help.
