Post subject: 2003 rio problems engine check light Add to elertz

the light came on after i inadvertently drove through a flooded road. i have since changed the air filter, the fuel filter and the 02 sensor. after resetting the light it came on again. i bought an OBD2 reader from talk to my car and tried it, all i got was a link error, the company now says the car is not obd2 compliant, although the connector is under the dash. please help
is there an obd reader that will work on kias
can anyone tel me how to fix this
