The parking brake is working and holds the vehicle on a slope but will not latch in. Any ideas on how easy or difficult this to fix would be appreciated.

I am trying to remove the map/reading light assembly so I can get to the dome light wires for the center light. It was wired for a DVD console but the lights don't work.
