Well, if the heater fan still blows it is definately not the fan motor or the fuse.
The blend door actuator on the Windstar is a common failure and usually defaults to
full cold. Actually not the actuator, which turns the door to the hot or cold
position, but the shaft on the door itself tends to break. IIRC, the instrument panel
needs to be removed to access either. The actuator is mounted on top of the heater\AC
box and the blend door is inside the box. Fairly inexpensive parts, lots of labor to
have it done. 3-6 hours, the actuator being the lower, the door being the higher. It's
possible that the Windstar blend actuator is accessable without removing the IP, I
don't remember. On most Ford products it isn't, but there are exceptions..
