1997 subaru ts-r fan and a/c not stopped working

Hey guys,

I have a 1997 subaru legacy ts-r which i bought about 7 months ago. This morning when i took that car out i noticed the fan and a/c weren't working. The car's just done 38000km, so i m not sure what could have gone wrong. In the engine compartment, the 10amp fuse that's marked as "a/c" is not responding when i used a circuit tester to test it out. The fuse however is intact. I even tried changing it to see if there was something wrong but the a/c is still not working.

Any ideas?
