1995 Ford Taurus 3.0L OHV Engine Valvetrain Issues?

A buddy of mine is working on a 95 Taurus with a 3.0L engine. He said
the distributor wasn't turning, so he check the timing chain and the
gear was broken so he replaced the gear and chain. He put it back
together and said the distributor still won't turn. Any idea what
this could be?

Does he have compression on all the cylinders when its turned over?

I'm not sure from your discription which gear was broken. Does the
distributor shaft gear have a roll pin going through it which locks the
gear to the shaft? If the pin is sheared, the gear would turn freely
without rotating the distributor shaft. Are any of the teeth missing on
the distributor shaft gear or the matching cam shaft gear which drives
the distributor shaft?
