My girlfriends '95 Legacy's CEL is flashing constantly, I'm having
trouble finding the non-obd2 method of retrieving codes (doen't seem
to have wires described in other posts under dash to connect) and
while the key is in ON position (engine off) the fan cycles between 3
settings and then off, and this repeats over and over. Any ideas other
than to tell me to take it to a shop?

AutoZone will scan the codes for free. It's a start.

Look for the green test connector under the driver's side of the
dashboard. to the right of the steering column. It is a single wire
connector. It should be disconnected, this is the normal condition.

Be sure to look on the emissions sticker under the hood. many cars were
OBDII compliant in 95. The Subaru Imprezas were I think and maybe some
of the Legacys. Otherwise, you will need to try the green connector
trick or spend some $$ at a mechanic/dealership. Some cheaper readers
will not read Soobs. The reader needs to be ISO protocol capable IIRC.
