have received a fault code of P0420 catalyst system efficeincy below threshold bank #1 anyone know how to correct this or what part to change

1992 Camry 4cyl auto with 230k miles. Reverse slips pretty bad. I have to give it about 2000 rpm to get it moving up a small incline, sometimes higher, near lock up. The engine warning light on my 1992 Toyota camry V6 XLE is on. Could this be from a bad PVC? If so where is it located on the engine? What other problem would cause the warning light to come on? Thanks, Ed
